A First-Appearance Record Shows the Court Steps in the Beal Parkway Weapons Case
After the September 1 handgun report police described, a judge reviewed a sworn affidavit, found probable cause and appointed a public defender. The charging paperwork is now in the public file.

In September we summarized a Fort Walton Beach police account of a handgun reported at the Shell station on Beal Parkway and a later vehicle stop. The court side of that case is now in the public record. A Record of First Appearance shows that, after the September 1 arrest, a judge reviewed a sworn affidavit, found probable cause to hold the defendant and ordered a public defender appointed. [1][2]
What the first-appearance record shows
The Record of First Appearance documents the routine opening steps of a felony case. The form records that the defendant was informed of the charge and his rights, that the court reviewed the matter by sworn complaint or affidavit, and that it found probable cause existed to hold him to answer. [1]
At that early stage the form notes that an indictment or information had not yet been filed. The waiver-of-counsel line is marked “refused,” and the docket entry records that a public defender was appointed. These are procedural steps, not a determination of guilt. [1]
A probable-cause finding at a first appearance is a threshold step, not a verdict.
The charges on the record
Court records in the case list multiple felony counts, including possession of a firearm or ammunition by a convicted felon, along with drug-related counts. The charging Information the State later filed is preserved separately in our archive. [2][3]
Charges are allegations. The defendant is presumed innocent unless and until proven guilty, and nothing in these records establishes that any charge is true. [2]
How it connects to the September account
The police release we summarized earlier was one account — the department’s — of how the September 1 report unfolded. The court record does not confirm or rebut the narrative in that release; it documents the separate judicial steps that followed the arrest. We are not asserting the two accounts match in every detail. [1][4]
