How we read the financial records
The five articles use the same archived Budget-to-Actual, All Funds, 2014–2026 CSV. We compare matching account codes across 2014–2025, retain source dash displays rather than converting them to zero, and calculate totals from decimal amounts. Dollar trends are nominal and are not adjusted for inflation.
The file does not supply an extraction date or certify final audit status. Its 2026 entries are therefore excluded from the annual comparisons. Budget fields are not assumed to incorporate every amendment. Transfers are internal movements and cannot be added to outside revenue without eliminating double counting.
Inspect the archived export. The city’s Budget Book 2025 corroborates account codes and selected budget amounts. The pension article separately cites the city’s actuarial disclosures and explains its calculated funded ratios.
The unresolved reporting questions
- Transfer authorizations and amended budget reconciliation.
- Storm-drain project ledger and capital reclassification support.
- Disposal contracts, tonnage and customer counts needed for unit-cost comparisons.
- Pension payment reconciliation and the meaning of budget-field dashes.
- Tax-distribution detail explaining the change beginning in 2024.
