The P.J. Adams Parkway Case File Fills In as 76 Requested Records Are Released

The Viewable-on-Request documents we asked for are now public. They include the original 2024 complaint, the companies and the county named as defendants, and the first rounds of motions to dismiss.

On October 20 we reported that we had asked the Okaloosa County Clerk to release 76 documents in the P.J. Adams Parkway property dispute that the system marked “Viewable on Request.” Those records are now public. They do not change the bottom line — the reviewed file still shows no final judgment, award or settlement — but they fill in how the case began and who was drawn into it. [1][2]

The original complaint

The earliest filing in the released set is the complaint filed September 25, 2024. Richard L. Goff and Susan A. Goff, suing as trustees of their respective revocable trusts, bring the case over work tied to the widening of P.J. Adams Parkway in Crestview. [2, page 1]

The complaint states counts for trespass on the case and ejectment against all defendants and a count of inverse condemnation against Okaloosa County, and it demands a jury trial. These are the plaintiffs’ allegations; they are not findings that any defendant caused the damage described. [2, pages 2–5]

A motion asking a court to dismiss a case is a request, not an order granting it.

Who was named

Beyond Okaloosa County, the complaint names a set of contracting and utility companies: C.W. Roberts Contracting; T.C.G. of South Florida; AT&T Florida Properties; Florida Power & Light, identified as successor-in-interest to Gulf Power; Cox Communications Gulf Coast; CenturyLink of Florida; and Verizon Communications. [2, pages 1–2]

The complaint alleges that lines belonging to those companies were relocated during the road project and were installed or moved so as to undermine a water-retention structure on the plaintiffs’ land. Again, those are allegations in the pleading. [2]

How the case moved

The released records also include the summonses issued and returned for the various defendants, later amended complaints, the first motions to dismiss and notices of appearance of counsel — the procedural spine summarized in our first report. [1]

Read alongside the June 2026 order we described earlier, the file shows a case that has been repeatedly repleaded and contested on the pleadings, not one that has reached a decision on who is responsible. [1]

What we still can’t say

Our review has not established a final liability ruling, damages award, settlement or payment in this case. The allegations, the defendants’ requests for dismissal and the judge’s procedural rulings have to be kept separate when assessing where it stands. [1][2]

Where to read the records

The documents are preserved in the Crypt of Echoes archive, grouped as the Okaloosa County 2024-CA-002833-C case collection so the file can be read in one place. The original complaint is linked below. [2][3]
